State Requirements
To Become A Home Inspector

State Certification / Licensing
First, be leery of any school that says they will certify you. Certification is the prerogative of the states. There is no national licensing. Currently, fewer than half the states license or certify home inspectors. If you live in one of these states, you must complete the state requirements they have developed. Below is a brief summary of what is required by various states (to the best of our knowledge) as concerning home inspector training / education. Your state may have more requirements in addition to education. Be sure to consult your state for exact requirements. This list is not intended to be comprehensive. It is only intended as a guide.

Please be aware that some states are currently considering passing legislation to regulate their home inspectors. If you are serious about being a home inspector, we suggest that you consider getting into the profession before your state may make it too difficult with licensing requirements. Most states that have gone to licensing have "grandfathered in" existing home inspectors. If a home inspector is not "grandfathered in" because he/she hasn't been in business long enough, etc., the inspector must complete all the requirements for licensing, not just the minimal "grandfather" requirements. Sometimes the state requirements for newer home inspectors require serving an apprenticeship. Think about it, who would want to apprentice their future competition? In some states, home inspectors are charging candidates $50 to $100 per inspection to take them along as an "apprentice." If you are thinking about becoming a home inspector, we recommend that you start now.

Alabama State Home Inspector Regulations

Alaska State Home Inspector Regulations

Arkansas State Home Inspector Regulations

Connecticut State Home Inspector Regulations

Connecticut home inspectors are required by law to be licensed.

Licensing Requirements

Earned a home inspector intern permit and performed not less than one hundred home inspections under the supervision of a licensed home inspector. For a minimum of the first ten inspections, the supervision must be direct
Successfully completed a board-approved training program consisting of no less then 40 hours

Florida State Home Inspector Regulations

On June 28, 2007, SB 2234 was passed which requires licensure of home inspectors and mold remediators.** The bill becomes effective July 1, 2010 and will require that an applicant for Home Inspection:

• Be of good moral character
• Have a high school diploma or its equivalent
• Complete a course of study (approved by the department) of no less than 120 hours that covers the following components: structure, electrical, HVAC, roof, plumbing, interiors, exteriors and site conditions that affect the structure
• Maintain a commercial general liability insurance policy in an amount not less than $300,000
• Apply to the department to take a licensure examination

Grandfathering Clause: A person who performs home inspection services may qualify to be licensed if the person meets the licensure requirements of this bill by July 1, 2010.
Continuing Education: Licensees are required to obtain 14 hours of CE every two years.

County of Charlotte:
There are specific Home Inspection requirements in the County of Charlotte in Florida.
To become a home inspector applicants must meet one of the following requirements:
1. The applicant currently posseses an active FL license as a professional engineer, architect, general contractor, building contractor, residential contractor, building code administrator or building official or has maintained one or more of the above licenses for a combined total of 4 years during the 10-year period immediately preceding the application;
2. The applicant (1) currently possesses an active FL license as a building code inspector or building inspector or has maintained one or more of the above licenses for a combined total of 4 years during the 10-year period immediately preceding the application, and (2) has obtained a grade of 75% or better on the ASHI exam;
3. The applicant (1) has produced proof satisfactory to the board that he has 3 years experience in a building trade or as a home inspector or a combined total of 3 years in those fields, and (2) has obtained a grade of 75% or better on the NHIE exam.

Georgia State Home Inspector Regulations

Every Georgia home inspector shall provide to the person on whose behalf a home or single-family dwelling is being inspected a written document specifying:

a) The scope of the inspection, including those structural elements, systems, and subsystems to be inspected.
b) That the inspection is a visual inspection
c) That the home inspector will notify in writing the person on whose behalf such inspection is being made of any defects noted during the inspection, along with any recommendation that certain experts be retained to determine the extent and corrective action necessary for such defect

New Hampshire State Home Inspector Regulations

Inspectors who have performed home inspections for their lively hood for at least one year prior to July 1, 2008 and can show the board they are knowledgeable and experienced will not need to take the classroom training but will need to meet the other requirements listed above.


New Jersey State Home Inspector Regulations

Qualifications for becoming a Home Inspector

Effective February 14, 2006, individuals are no longer required to apply as Associate Home Inspectors. Instead, candidates can submit an application for Home Inspector after successful completion of a home inspection program consisting of a 180 hour curriculum, of which 40 hours will be dedicated to completing home inspections under the direct supervision of a licensed Home Inspector of the school. Candidates must also pass an examination administered and approved by the Home Inspection Advisory Committee. Correspondence Courses are not accepted for Pre-licensing education but they are accepted for continuing education as long as approved by the Board.

The board requires 40 hours of Continuing Education. NJ board only accepts 10 hours of correspondence education per biennial renewal.

New York State Home Inspector Regulations

a) You must obtain 20 “points” before taking the exam. Points can be earned via education and experience.

Testing
a) After you pass all five sections of the Certification Exam, the Home Inspector Certification application will be sent to you.

a) You must either be the owner or an employee of a CCB-licensed business to practice home inspections
CCB licensing includes:

16-hour education course on Oregon laws and business practices
State issued test on 16-hour course
Surety bond
Liability Insurance
Must be licensed in one of the General, Specialty or Inspector categories; any category except Limited
Corporation, LLC or DBA filed
Continuing Education - 30 CEUs are required in the 24 months prior to your certification expiration date. You must complete classes in approved and relevant subject areas from approved schools. One CEU is granted for each clock hour of instruction. Approved subject areas include: Home Inspection, report writing, communication skills, business practices, legal issues, ethics, building codes, CCB home inspector study guide items and standards of practice. You may take correspondence courses to meet the continuing education requirements.

Texas State Home Inspector Regulations

Legislation: Texas Occupations Code
Governing Body: The Texas Real Estate Commission

Effective September 1st, 2007, all real estate inspector applicants must provide proof of professional liability insurance in the amount of $100,000 per occurrence. The applicant’s insurance agent must complete the Certificate of Insurance form found at the TREC web site and submit it to TREC. If an application is submitted and the exam is passed, an inactive license will issue it there is no proof of professional liability insurance.
Qualifications for Becoming a PROFESSIONAL Inspector:
Citizen of the United States or a lawfully admitted alien
Resident of Texas at the time application is filed
At least 18 years of age
Found to be honest, trustworthy, & possessing integrity
(Background Investigation through DPS)
A Texas home inspector must qualify in one of the following ways:
A. Can come in through the three-tier progression method – Apprentice – Real Estate Inspector – Professional Real Estate Inspector

OR

B. Has completed 320 classroom hours of a real estate inspection courses.

AND ONE of the Following:

Has completed 120 hours of an experience training module
Has completed 120 hours of work experience under a licensed Professional Inspector
Has five (5) years experience inspecting, installing, servicing, repairing or maintaining each of the structural, mechanical and electrical systems found in improvements to a real property. Two (2) letters of reference will be required.

Washington State Home Inspector Regulations

Qualifications to Become a Home Inspector
The State of Washington recently passed legislation which will require home inspectors to obtain a license.
If you are already conducting home inspections, you need to become licensed before September 1st, 2009, otherwise you will need to meet all education and exam requirements as if you were a brand new inspector.
If you start conducting home inspections after September 1st, 2009, you must be licensed before you provide services.
Requirements to obtain license:

If you have no or less than two (2) years' experience you must have:

Successfully completed 120 hours of classroom instruction
Successfully completed 40 hours of field training with a licensed inspector
Proof of passing score on the State of Washington Inspector Exam
If you have two (2) years' experience or more, you must have:

Worked as a home inspector for two (2) years prior to June 12th, 2008 - you must have proof
Completed 100 plus home inspections - you must have proof
Proof of passing score on the State of Washington Inspector Exam
Classroom training is defined as a course taught in a bricks and mortar location with an instructor present.

Continuing education: 24 hours every 2 years.

West Virginia State Home Inspector Regulations

Definitions: Any person performing a home inspection in the State of West Virginia must be certified by the State Fire Commission.

Currently the Province of Britsh Columbia requires licensing of home inspectors. To become licensed in B.C. one must contact the Business Practices and Consumer Protection Agency to obtain an application. To become licensed; you must belong to one of the three catagories:

Member of CAHPI-BC
Become a National Certificate Holder (Our program is accredited for the full education hours and 16 of the practical hours)
